A LETTER FROM OUR SECRETARY GENERAL

JUAN C. VENACIO
Secretary-General
GCMUN 2025
Dear Delegates, Faculty Advisors, and Guests,
Welcome to the 2025 iteration of Global Citizens Model United Nations (GCMUN) and to the vibrant city of New York! Over the past two years, I have had the privilege of staffing the Legal and SOCHUM committees, witnessing firsthand the creativity and determination that define the GCMUN experience, and it is with great pride and excitement that I serve as your Secretary-General this year!
As we gather in New York City—a vibrant center of international diplomacy and the birthplace of the United Nations—let us embrace the ideals that unite us. Model UN goes beyond a mere academic pursuit; it is an opportunity to envision a more just and interconnected world, and to harness the collective power of individuals and communities in driving meaningful progress.
This year’s committees reflect the complexity and diversity of global challenges. From the International Atomic Energy Agency’s focus on improving global food security through technologies based on atomic and nuclear energy to UNESCO’s mission of fostering reciprocal learning and inclusion of Indigenous communities through knowledge-sharing, the topics before you are as pressing as they are inspiring. These discussions will not only test your skills but also challenge you to think critically about the world we live in and the future we want to build together.
I would like to take a moment to reflect on the spirit of collaboration and dedication that has made GCMUN 2025 possible. This conference is a labor of passion and purpose—a shared vision brought to life by the ingenuity of the Secretariat, the unwavering guidance of our faculty advisors, and the enthusiasm of countless individuals & staff who believe in the power of young leaders to shape a better world. Their commitment reminds us that true progress is achieved when diverse minds and talents come together to inspire and uplift one another.
Confident that each of you will contribute to making this year’s conference a resounding success, I encourage you to immerse yourself fully—challenge assumptions, build connections, and let this weekend ignite your passion for global affairs.
Welcome to GCMUN 2025 and welcome to New York City. Let’s make this conference one to remember!
Warm regards,
GCMUN'S POLICIES
Safety & Security
Your safety and security are your personal responsibility. Take full advantage of this unique opportunity in a responsible manner. Please do not leave your computer or other personal electronic devices unattended. Use common sense. In the event of an emergency in the hotel or the UNHQ, follow their guidelines. Emergency preparedness experts recommend having a designated meeting spot outside the hotel and sharing cell phone numbers amongst members of your delegation.
Faculty Meetings
Meetings are scheduled to take place in the Faculty Lounge (Central Park East). Faculty meetings are not mandatory, the purpose of the meetings is to give informal updates on how the different committee are proceeding, what emerges from feedback sessions with delegates, how we implemented previous feedbacks and to inform what is coming next.
All constructive feedback is appreciated, whether it is something we are able to implement immediately or to keep in mind for future editions of GCMUN.
Meetings are both scheduled at 5PM for March, 20 and March, 21.
If you wish to send feedback post conference (or while in session) feel free to send an email to feedback@gcmun.org.
The Faculty Lounge is a private, teachers-only, room where chaperoning advisors are able to sit, relax, chat with fellow teachers and enjoy complimentary coffee, tea and/or snacks.
Delegate Services and Crash Desk
Our delegate services team is ready to assist delegates and teachers anyway they can. We set up 3 locations for delegate services, we have our main staff office on the Lower Level, crash desks are located on the second and third floor.
Our delegate services team is happy to help anyway they can: badge or placard replacements, questions on schedule or anything related to the conference. More specific questions should be directed to the conference email (conference@gcmun.org)
Delegate services also offer GCMUN gadgets up for sale and roses, you may send a rose to a fellow participant or staff member together with a note.
Please be advised that text messages must be written in English and approved by staff. GCMUN promotes mutual respect and strongly upholds its no-hate policy.

Code of Conduct
Our intention is to create a healthy, safe and comfortable environment at GCMUN that supports our educational mission and adheres to United Nations’ core principles. Professionalism in speech, actions, and appearance by all participants (delegates, head delegates, faculty, delegation leaders, guests, secretariat, staff, and board members) is a requirement for GCMUN. The following guideline are provided to help participants understand our view of the conference.
All participants are equally able to have our standards met disclosing episodes of breach of our policies and code of conduct first to committee chairs or our delegate services staff. Larger concerns should be brought to the attention of conference executive organizers such as Conference Director and/or Secretary General.
GCMUN reserves the right to remove violators from further participation and/or restrict future registration for any participant or school unable to uphold their responsibility to the conference’s expectations.
Principles
EVERYONE
- Treat everyone, including non-GCMUN hotel guests, with the highest level of courtesy and respect at all times, including on social media and in electronic communications.
- Enjoy all the perks that GCMUN offers: fun, new acquaintances and friendships, cultural exchange but never forget your commitment to the committee work, your topic and the country you are representing.
- Disruption of committee sessions or causing problems in the hotel or other facilities will not be tolerated. Respect academic integrity; plagiarism will not be tolerated.
- The U.S. legal drinking age is 21. Regardless of each participant’s country regulations, GCMUN is an alcohol-free conference.
- Possession or use of drugs (licit or illicit) is prohibited at all times. New York State laws forbids all individuals below the age of 21 to possess licit substances such as marijuana; for this reason GCMUN does not tolerate substance of any kind and we reserve all rights to alert authorities and remove participants from the conference if any are caught with substances or under the influence.
- Follow the Dress Code while attending conference events.
- Respect the property of the United Nations, our host hotels, and any other facilities used. Keep in mind that our facility partners have separate policies that include the potential for removal from their properties.
DELEGATES
- Remain in character by consistently bringing forth the interests and representing the policies of the country assigned. Respect other delegates’ opinions and ideas, even if these opinions and ideas conflict with a given delegate’s own country’s priorities.
- Collaborate with fellow delegates whenever possible.
FACULTY ADVISORS
- Make efforts to ensure that students maintain a positive and professional approach to the conference and help them understand the skills of diplomacy as practiced at GCMUN.
- Serve as information resources when appropriate, but do not participate in the actual writing of resolutions or caucusing activities; participation in the committee process must be left to the delegates and the conference staff.
- Quietly observe your students from the back of committee rooms.
- Refrain from using academic credit and grading policies that force participation beyond a country’s normal position in the UN; awards should not be a delegation’s main emphasis.
- Remind your students they are an active part in making GCMUN a safe environment
- Encourage your students to speak to committee chairs or conference staff if they witness any behavior against GCMUN’s principles.
Dress Code
All clothing must portray professionalism as expected in diplomatic settings. If attire is deemed inappropriate by GCMUN staff, individuals may be asked to leave the session and return with appropriate attire. All participants should wear Western Business Attire (WBA):
WBA is a business jacket, dress shirt, tie, slacks/skirt/dress, and dress shoes. Professional dress expectations require that dresses and skirts be knee length. Delegates should be dressed in WBA that reflects their self-identified gender.
Clothing considered too casual includes sweaters, novelty jackets, shorts, sundresses/other casual dresses, ball caps, jeans, sneakers, athletic wear, and sunglasses. Clothing that exposes excessive bare skin, shows undergarments, or is otherwise revealing is inappropriate.
It is not appropriate to display any school or national symbols such as flags, pins, crests, etc. on your person during sessions. All UN symbols are acceptable.
Traditional/Religious attire is permitted only for delegations in whose home countries it is considered professional business dress. GCMUN will not tolerate any attempt to portray a character using traditional cultural attire as a costume.
Faculty advisors, delegation leaders, guests, and staff serve as role models for delegates. They too are required to dress in WBA while participating in scheduled conference sessions.
Face Masks are no longer mandatory, but those wishing to wear one are encouraged to do so.
Pre-Written Material
GCMUN encourages team working, knowledge-sharing, problem-solving and creativity. Each of these points will be voided if students happened to work individually on a working paper or draft resolution prior to the beginning of committee sessions. All committee-related writing is required to happen jointly during committee sessions, after a fair amount of time involved in negotiation and knowledge sharing.
We strive to enable students to work together and learn the skills of leadership, communication, and compromise which pre-written documents undeniably strike. Committee chairs are instructed not to accept any pre-written document. Participants discovered to rely on pre-written material will be subject to disciplinary actions such as notification to faculty advisors and exclusion from any kind of award, individual and delegation. Committee chairs will thoroughly examine all documents, we strongly encourage participants to bring suspicious material to the attention of committees Directors.
Technology / Personal Devices / AI
rrTechnology/Device Policy
GCMUN fully supports the use of laptops and tablets for conference purposes such as, speech writing, note-taking and documents drafting. Participants must abstain from using any kind of device whenever the conference stands on formal grounds (i.e.: Plenary Session and Closing Ceremony).
Students are encouraged to work inside committee sessions and over lunch breaks but are advised not to further develop their work outside committee hours. Time to rest is important.
Use of mobile phones is prohibited at any time. Conference staff will report any infringement of this policy to Faculty Advisors.
GCMUN’s AI Use Policy
While we understand the importance of AI in today’s world, we are not yet ready nor see any benefit in using AI to draft documents or speeches.
We believe MUN must still see work and students’ personalities in their speeches, papers and working papers/draft resolutions. Students may decide to use AI to broaden their knowledge in preparation for the Position Paper and/or Conference, but AIs are still under development and students must always keep in mind that sometimes information provided are inaccurate.
ChatGPT or any other similar AI application are not to be used at any stage during the conference.
Awards
All students should always keep in mind that their participation should not be finalized at award winning, but rather at enjoying the experience, having fun while respecting formal grounds and UN’s core principles.
GCMUN supports a healthy competition and recognizes exceptional performances and dedication through awards. GCMUN adopts two different kind of awards:
Individual awards: Each committee has a number of “Honorable Mentions” which awards to delegates who have truly understood and absorbed UN’s principles, shown passion in their committee work and have altogether made a difference in the committee.
Delegation Awards: They are assigned based on the reception of Individual Awards. Simple arithmetic is used to assign these awards to teams that have chorally shown the best results in each of their assigned committees.
